The first British printing of this pamphlet by South Carolina politician Robert J. Turnbull (1775-1833), which details his stance against capital punishment and argues for 'mild and moderate penalties' being more effective in preventing crime. After its initial publication in the Charleston Daily Gazette, Turnbull's letter was published in Philadelphia in 1796.
