A rare report arguing for the preservation of farmers' right to transport dung and manure toll-free on the recently developed turnpike roads around Edinburgh. The debate was conducted during a period of upheaval, as Thomas Telford's plans for improvements meant miles of new roads were constructed across Scotland, mainly in the Highlands but with some projects in the central belt as well.
